Francis, a graduate from the University of Hull (UK), is an advocate and solicitor who was called to the Singapore Bar on 14 July 1993.

Prior to forming Quantum Law Corporation with Vallance Chee, Francis began his legal career at the end of 1992 with then Messrs William Lai & Alan Wong, where he became a Junior Partner from 2001 to 2003. When Messrs William Lai & Alan Wong was corporatised in early 2003 to become WLAW LLC, Francis was appointed a Director of this law corporation.

Francis’ practice areas include Banking & Finance, Corporate & Commercial, Credit & Security, Probate administration, general solicitor’s work, and Real Estate advisory work.

He is a Commissioner for Oaths.

Vallance Chee

Vallance graduated in 1992 from the National University of Singapore law school, and started his career as a white-collar-crime investigator with the Commercial Affairs Department (then under the Singapore Ministry of Finance). After Vallance was admitted to the Singapore Bar on 10 April 1996, he joined a mid-sized law firm and practiced in the areas of Banking & Finance, Corporate & Commercial, Credit & Security and Bankruptcy & Insolvency.

In 2000, Vallance moved to another mid-sized law firm where he handled debt recovery/credit litigation for various banks in Singapore, as well as various claims for enforcement of secured loans and mortgages. Vallance’s practice also included general commercial work, drafting agreements, preparing and/or rendering advice on contracts, commercial transactions and real estate leasing matters. In October 2005, together with Francis Guok, Vallance co-founded Quantum Law Corporation, and he continues to practice in these areas.

In addition, Vallance is responsible for directing and managing the day-to-day administration and operations of Quantum Law Corporation.

Zhipeng Liu

Zhipeng was called to the Singapore Bar in 1997. He has vast experience in real estate conveyancing work, including the sale, acquisition and leasing of residential, commercial and industrial properties, real estate investment trust (REIT), developer’s sale and real estate project finance work.

Zhipeng’s practice areas also include advisory and transactional work on banking and finance, credit and security related matters. He has also handled a broad spectrum of corporate and commercial work such as advising on domestic and cross border mergers, acquisitions, divestments, joint ventures, corporate restructurings, licensing and regulatory compliance relating to private equity and investment funds in Singapore. Zhipeng has also advised on various commercial matters such as distribution, agency, franchising and equipment leasing contracts.

He is a Commissioner for Oaths as well as a Notary Public.

Teo Cher Hian

Cher Hian’s main areas of practice are conveyancing and corporate commercial work. He acts for banks and financial institutions and as a sub-specialization, Cher Hian advises on real estate development, policy and regulatory matters as well. Cher Hian also advises on general corporate commercial matters, including advising, negotiating and drafting investment agreements, shareholders’ agreements, commercial contracts, software licensing, marketing, distribution and development agreements, website development and maintenance agreements and leasing agreements and trademark and patent registrations.

Cher Hian graduated from the Faculty of Law, National University of Singapore in 1993 and was admitted to the Singapore Bar in April 1994. He obtained his Masters in Law from the same University in 1998.

Cher Hian spent the first 6 years of his career as a Legal Counsel and Military Prosecutor in the Ministry of Defence and as a Senior Assistant Registrar and Head, Compliance Control Department in the then Registry of Companies and Businesses (now known as the Accounting and Corporate Regulatory Authority of Singapore). On 1 October 1999, he joined the Corporate and China Desk Departments of Messrs Yeo-Leong & Peh as a Legal Assistant and was promoted to Director when that law firm converted into a law corporation in April 2002.

In November 2003, Mr Teo left legal practice to join the Singapore Land Authority (SLA). During his stint of more than 7 years there, he held various appointments, including Director, Land Operations (Private) Division and Director, Land Operations (Public) Division. He left the SLA to join Quantum Law Corporation in October 2010.
